Ering visit Longding

LONGDING, Jul 18: Union Minister of State for Minority Affairs Ninong Ering paid his maiden visit of Longding recently.

During his visit an interaction meeting with HoDs was also organized where the Ering minutely paid deep attention to the problems being faced by different government agencies in District HQ. Later, responding to a memorandum in a public meeting, Ering assured to fulfill all possible grievances within his capacity. He however informed that whatever fund is to be provided is intensively meant for community based project but not for individual interest.

He further called upon the public to co-operate with the govt. agencies in implementing the Scheme to achieve the target.

Zilla Chairperson Miss Phejon Wangsa also spoke on the occasion.

The Minister also held a separate meeting with Panchayat leaders where Panchayat related matter was discussed. DIPRO

 

Extensive ILP drive at Tawang

TAWANG, Jul 18: To check illegal immigrants in the district an extensive ILP drive was conducted at Tawang yesterday under the leadership of  R. D. Thungon, EAC (Judicial).

The team penalized 76 illegal persons who entered the district without ILP and fetched Rs. 76000.

Meanwhile, local inhabitants appreciated the team and urged the district administration to carry such drive in near future, so that the criminals can be barred from entering the district. There are many instances where such people have committed crimes and defamed the name of the district. DIPRO

 

ATMA, KVK conduct training for farmers

ITANAGAR, Jul 18: Agriculture Technology Management Agency (ATMA) in collaboration with Krishi Vigyan Kendra (KVK), Lohit conducted a district level farmers training cum farmer-scientist interaction program to mark the 85th ICAR day at Kaishu village on July 16.

During the day, the farmers were taught about scientific cultivation of rice, including high yielding varieties (HYVs), integrated nutrient management and its importance for better production, types of manures and fertilizers and their judicious utilization, weed management by subject matter specialists. The farmers were also explained about insect and disease management practices of rice.

Crossbreeding of cattle and scientific cultivation of citrus were also explained before the famers by SMSs.

Various queries by farmers on management and cultivation of crops like rice, ginger, coconut, gourds, vegetables, citrus, mustard, potato etc were answered by the scientists during the interaction session.

Senior ATMA and KVK officers, including Project Director (ATMA) M Chowlu, Program Coordinator (KVK) PK Mallick, PTO, FTC Kheremn D Barman, SDAO, Namsai B Biswas, Panchayat leaders, GBs.

About 100 farmers from Kaishu, Pothar gaon, Enthem and other villages attended the training.

 

TACS felicitates achievers

ITANAGAR, Jul 18: The Tadar Abu Charitable Society (TACS) felicitated achievers of its clan on July 16 and 17.

Tadar Angha of Class X, Tadar Nyedar of Class XII (Science) and Tadar Yanam of Class XII (Hum) were awarded cash along with memento and certificates for being the toppers in AISSCE and AISSE 2013.

Other awardees were late Tadar Tang for being the first MLA and Minister, Late Tadar Takey- the first graduate, Tadar Nikia as the first engineer, Tadar Taluk as the first gold medalist and Dr Tadar Sharmila Tana as the first doctor of the clan.

 

District level training on biometric enrolment held

BOMDILA, Jul 18: One day District Level Training on Biometric Enrolment (BME) under National Population Register (NPR) was conducted here at district headquarters Bomdila yesterday under the aegis of Directorate of Census Operations, Government of Arunachal Pradesh.

Chairing the training programme, Deputy Commissioner AK Singh termed the Biometric Enrolment for National Population Register (NPR) to be carried out soon in the district as a historic one and anyone involved in the exercise as the privileged ones.

Jt. Director of Census Operations Bharati Chanda accompanied with Deputy Director Banridor Sohtun and the Service Providers meant for the district imparted the training. Bharati Chanda in her power point presentation dealt at length on the various features of the Biometric enrolment and hoped that all the stakeholders would actively participate in successfully carrying out the national duty.

Among others, Additional DC (HQ), Charge Officers and Administrative officers of the district were present for the said training. DIPRO

 

World Population Stabilization Fortnight observed

CHANGLANG, Jul 18: The World Population Stabilization Fortnight is being observed in Changlang District from July 11 to 24.

The students and teaching staff of VKV School, Changlang and the staff of District Hospital Changlang took out a rally on July 17.

127 students along with teachers of VKV School took part in the rally. The procession started from VKV School Changlang and ended at District Hospital Changlang after passing through the town shouting slogans – “Small Family Happy Family, Chhota Parivar Sukhi Parivar, Hum Do Hamare Ek” etc and holding play cards and banners.

An Exhibition Show on means and methods of Family Planning and Books and Pamphlets were displayed in the stall. The counseling on Family Planning was given to 41 beneficiaries. The condoms were distributed free of cost and 210 pieces of condoms were picked up from the stall. DIPRO

 

APSSACEA demands regularization of ministerial staff

ITANAGAR, Jul 18: The Arunachal Pradesh Sarva Shiksah Abhiyaan Contractual Employees’ Association (APSSACEA) has demanded for the regularization of ministerial staff serving under SSA on 50 percent priority basis under directorate of elementary education.

In a memorandum addressed to the director, elementary education, it apprised that the reduction in the share of  SSA civil and other intervention fund from the Centre with each coming year from which the salaries of the ministerial staff under SSA are obtained is creating problem in the disbursement of their salaries.

Many of them have crossed their age limit of further employment and service security is becoming a threat in their career, it said.

They should be regularized on the line of SSA teachers notified vide notification no.ED.2/649/2009 dated 7th August 2009 batch wise on the basis of seniority, the memorandum further added.

 

APCF condemns rude behavior of student

ITANAGAR, Jul 18: Arunachal Pradesh Colleges’ Forum (APCF) has strongly condemned the behavior of a final year student, who allegedly threatened a lecturer of Dera Natung Govt College, Itanagar during admission process on July 17 last.

If a senior student can do such unwanted argument with the lecturers then what about the juniors? the APCF  questioned and sought punishment to the erring student. After discussion threadbare with the college principle, the APCF president urged the students to maintain rules as per the directives of the higher and technical education.

 

Build a safer and healthier community: DC

PASIGHAT, Jul 18: With a mission to clean Pasighat from drug abuse and alcoholism, the Deputy Commissioner Nidhi Srivastava along with the ABK, women wing Secretary Opak Takuk Ering and police force conducted unannounced midnight raid in various places at  Komlighat, Sibokorong, Raneghat and in Bodak areas.

The team trapped many miscreants who were selling illegally IMFLs and Beer, running snooker gambling club on the river bank and also found driving under the influence of alcohol during the wee hours and suitable action has been taken against the offenders by the administration.

In her message to the society, DC Srivastava appreciated the tireless efforts of the Women Wing. She said the mission is to build a safer, healthier community by preventing and treating alcoholism and drug abuse. We envision a society in which alcohol and drug problems are recognized as public health issues that are both preventable and treatable. Statistic shows that more than half of all fatal accidents on the roads can be linked to impairment caused by alcohol. There is no magic bullet to quit drinking and the only single best way is determination and effective parental control and motivation, said DC. DIPRO

 

Committee urges for posting of CO at Silsango

ITANAGAR, Jul 18: The Silsango Circle Headquarter Development Committee has urged the state government to post a circle officer and sufficient staff in Silsango circle.

In a letter addressed to the chief minister, it informed that the circle which was created in early 2011 has never seen any official work being done nor any CO or any staff was ever posted.

The CO office building with no furniture and the basic equipments and the unoccupied staff quarters look like haunted house with jungles all over, it said adding that the local people face lot of difficulties for official work as they have to go to Sagalee to accomplish that.

 

Capacity building cum hands on training for SMCs and PRI members

ITANAGAR, Jul 18: The Block Level Training on Residential Capacity Building cum Hands on Training for SMC’s and PRI members was conducted at Nacho, Siyum, Taliha, Giba, Daporijo, Puchigeko, Dumporijo and Baririjo from July 1 to 16.

Conducted under community mobilization intervention, six SMC members from each school and PRI members of the concerned block participated in the training.

Unified SSA and RTE Act 2009 were discussed vividly by the resource persons.

 

Palin boy recovered from Nowboicha PS

ITANAGAR, Jul 18: An eight-year-old boy named Bem Biso from Palin was found at Nowboicha police station under North Lakhimpur district today.

After being informed by Lakhimpur Students’ Union, assistant general secretary, a team led by All Nyishi Youth Association (ANYA) president Bamang Taji and All Nyishi Students’ Union (ANSU) Women Wing general secretary Joram Bina rushed to Nowboicha PS and recovered the boy. The young boy reportedly landed in Laluk thinking it as Arunachal Capital city.

 

Governor & CM mourn death of Lobsang Tsering

ITANAGAR, Jul 18: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma has condoled the sad demise of former member of State Legislative Assembly Lobsang Tsering, who represented Dirang Assembly Constituency.

In his condolence letter to Dor Tsering, son of Late Tsering, Governor said that the State has lost an outstanding political leader and committed social worker, whose contribution will always be remembered.

Conveying condolence to the bereaved family, the Governor prayed for the eternal peace of the departed soul.

Expressing his deep sense of sorrow over the sad demise of Tsering, Chief Minister Nabam Tuki, in a condolence message said, “In his demise, we have lost a seasoned politician, a social worker and a social reformer who have been tirelessly working for improving the tribal cultures of the state.”  The chief minister further added that his contributions to the society and the state would be remembered by the people for a very long time.

PASIGHAT, Jul 18: Government Hr. Sec. Schools Yagrung and Bilat will lock horns with each other in the final of first ever Bote Moyong Memorial Inter-School Football Tournament at General Ground here on July 20.

Yagrung stormed into the final trouncing Borguly (Mebo) 5-3 in the first semifinal while Bilat thrashed Boleng 3-0 in the second semifinal at general ground here today.

Yagrung shot into lead three minutes into the match through goal from Talu Taki. The team was leading 3-1 in the first half and added two more goals in the second half to complete the drubbing of the team.

For Bilat team, Franklin Taki scored two goals and Onong Tatin one to set up final clash against Yagrung.

The final match scheduled on Saturday will be attended by East Siang deputy Commissioner Nidhi Srivastava, Pasighat Municipality Councilor Denong Tamuk and many other dignitaries.

4 Army men arrested in burglary case, 3 AK 47 rifles recovered

ITANAGAR, Jul 18:  In a bizarre incident of burglary and cheating, nine persons including four army personnel were arrested jointly by Banderdewa, Doimukh and Naharlagun Police along with 138th Bn CRPF jawans at Banderdewa check gate this evening.

The arrested persons were identified as Nike Subedar R. K Yadav, Rifleman Pradeep Kumar, Rifleman Arun Sarkar, Rifleman P Chandu, all were from Likhabali based 138 Medium Regiment (Indian Army) currently deployed in North Lakhimpur in Assam and civilians  Atika Islam, Ganesh Chetry, Jahrul Haque, Sultan Mohammad, Riyazul Islam -- all from Laluk  area in Assam, police said.

According to Capital Complex Itanagar SP Nabam Gungte the nine accused were intercepted at Banderdewa check gate after receiving information from the Doimukh police station that the accused were fleeing after looting Rs, 6,89,500/ from one Tana Karan of Lower NEEPCO colony near Doimukh around 6.30 pm.  Three AK 47 assault rifles, 6 magazines, 180 live round ammunition,10 mobile handsets, two bottle of liquid substance and 718 pieces of white papers for making note and Tata Sumo (without registration number) were recovered from the possession of the looters.

SP further divulged that  in a pre-planned strategy five civilians earlier made a call to  Tana Karan offering him to make 6 lakhs rupees to 30 lakh with machine  and medicines. After luring Tana Karan, accused called the heavily armed army personnel who appeared on the spot suddenly and looted Karan at gun point and fled with Tata Sumo.

One being received complaint from Tana, Doimukh police alerted the Banderdewa police headed by OC A K Deb which later nabbed them at Check gate along with CRPF and  police personnel of other police stations of  Capital. A case has been registered with PS Doimukh with case no.13/2013 under Arms Act.

 

 

Six arrested in connection with attack on Rly project manager, labours

ITANAGAR, Jul 18: Six youths have been arrested in connection with attack on Project Manager and workers of Harmutty-Itanagar Railway project at Doimukh.

The Police under the supervision of Inspector R Khomrang CI (P) Doimukh arrested Nabam Anya, Nabam Naga, Tana Tuka, Tana Johny, Nabam Sunil and Gyamar Takar from Yupia/Tigdo village in connection with Doimukh Police Station Case No. 29/13 U/S  452/323/34 IPC today, Papum Pare SP Nabam Gungte informed in a release.

All the arrested youths will be produced before Judicial Magistrate First Class (JMFC), Doimukh with a request to remand them in police custody for 14 days.

According to police, some local youths from Doimukh, Yupia and Tigdo had repeatedly attacked the railway workers and supervisors in the pretext of not giving them works/employment opportunity.

A group of youth had attacked the Railway Camp at Bridge No. 47 at Doimukh over Dikrong River on June 8 and 9, 2013.  After the incident one Section of force was stationed at Bridge No. 47 for protection and patrolling of Railway site round-the-clock from Gumto to Borum.

“Again, a group of six youths yesterday attacked the Labour Camp at Bridge No. 47 and assaulted the Project Manager and Workers. The Police team led by Inspector Khomrang  arrested all the accused today,” the release added.

 

 

Centre accords top priority to Arunachal’s road links

NEW DELHI, Jul 18: Recently inducted Union Minister of Road Transport & Highways (MoRTH), Oscar Fernandez has assured that development of road and communications in Arunachal Pradesh will be given top priority.

Taking his sincerity a notch higher, he will visit Arunachal Pradesh in the second week of September to review all ongoing road projects in the state being funded by the Ministry.

This was disclosed by Fernandez in an extensive discussion with Chief Minister Nabam Tuki, Planning, PWD and Finance Minister Chowna Mein, Chief Engineer (Highways East) Bora Ete, Chief Engineer (Highways West) Hage Appa and Political Secretary to CM Bamang Tago. The Chief Minister’s delegation apprised the latest status of various projects under MoRTH being implemented in the state to the Union Minister.

Tuki urged for early sanction of the project for 4 laning of twin capital cities of Itanagar and Naharlagun, the DPR for which has been submitted to MoRTH. While highlighting the increasing traffic congestion in the state capital, he observed that 4 laning of the capital highway would foster better urbanisation in a planned manner. Tuki also apprised the Union Minister of the project for 2 laning of the road from Itanagar to Jote, a new educational hub being developed by the State Government with important institutes including NIT, Law College and Entrepreneurship Development coming up in the area.

The deplorable condition of the Khonsa-Hukanjuri road was also discussed during the meeting. The Chief Minister requested 2 laning and modernisation of the road in National Highway standard under the Special Accelerated Road Development Programme (SARDP) – NE programme of MoRTH.

Tuki also brought up the issue of adequate compensation for reconstruction and restoration of roads damaged by heavy rainfall and floods in recent times while calling for sufficient allocation of funds under FDR.

He also appealed for enhancement of the normal allocation to the state under Central Road Fund (CRF) scheme which is currently at Rs. 41.49 crores, an amount inadequate to meet the requirements of the state.

Fernandez assured all help and co-operation of his Ministry for the issues and concerns raised by the Chief Minister.

Earlier in the day, Tuki welcomed Prime Minister Manmohan Singh’s announcement of approving additional funds for Power and Railway sectors in the North East.

At a high level meeting at New Delhi with the Union Ministers of Finance, Civil Aviation, Railways, Road Transport and Highways and Deputy Chairman of Planning Commission today, the PM had reviewed the status of Infrastructure Development in the North Eastern states.

As part of approval of the PM, Arunachal Pradesh has been included for additional funding under Non Lapsable Pool of Resources (NLCPR) for Intra State Transmission Line Networks in the state. The Ministry of Power has been asked to expedite the hydropower projects in the state on priority. Additional funds for timely completion of Harmuti-Naharlagun Railway project was also provided in the meeting. The PM has directed the Planning Commission to convene a meeting of CMs of all the North Eastern States to improve inter-state coordination for speedy completion of infrastructure projects.

 

 

ALSU takes out rally, demand for cancellation of appointment grows louder

ITANAGAR, Jul 18: Demand for the cancellation of appointment of Joint Director Agri& Allied, Rural Development is growing louder and louder as hundreds of students under the banner of Arunachal Law Students Union (ALSU) today took out protest rally against alleged illegal appointment which started from Akashdeep at Ganga and culminated at Raj Bhawan gate.

The protest rally is the second phase of ALSU agitation on the same demand. Earlier union staged sit-in-protest dharna in front of SIRD office on 4 July last.

The participants in the rally shouted slogan demanding immediate cancellation of the appointment which it claimed to be illegal with  violation of the recruitment rules. They also expressed their resentment saying that government is not paying heed to their demands. ALSU also claimed that despite the cabinet imposed ban on illegal appointment, the government had blatantly appointed in the post without advertising it.  While submitting a memorandum the union sought the Governor’s intervention before the issue blown out of proportion.

Addressing the media persons on the sideline of protest rally in front of Raj Bhawan Gate, ALSU President TadarTarish divulged that movement against the illegal appointment will be continued till the demand is met. Tarish however resented that despite the repeated pleas by the union, the government and authority paid no heed to the demand.  Giving seven days time  to authorities to fulfil its demands  ALSU president said “Our patience has been tested enough and we have left with no option rather then to resort to bandh call.”

ALSU appealed to the people to cooperate with them to fight against corruption and illegal appointment even if the union calls bandh on the issue.

 

 

APPRCC demands devolution of power and responsibilities

ITANAGAR, Jul 18: The Arunachal Pradesh Panchayati Raj Co-ordination Committee (APPRCC) appealed to the state government to devolve power and responsibility to PRIs before parliamentary election.

The committee while disclosing the decisions and resolutions adopted in recently held APPRCC meeting at Itanagar said that the state government should take the demands of the committee on priority basis as without devolution of power and responsibilities, the PRIs are meaningless.

Further disclosing the minutes of resolution of the meeting, APPRCC Chairman Sushil Nalo demanded the state government to immediately remove the ambiguities in responsibilities assigned to the Panchayat, creation of separate Panchayat window/head of the line departments and also demanded that line departments’ functionaries  be brought under control of Panchayat.

Nalo further demanded that the Chairperson of the Zilla Parishad should be made as Chairperson of DPC, expert Committee report submitted by the Committee be implemented immediately.

Informing that Article 243 G of the Constitution of India mandates every state to devolve Powers, Authority and Responsibilities to the Panchayati Raj Institutions, he said few states like Arunachal Pradesh and Goa have done only little to devolve powers to the PRIs.

An IIPA, New Delhi report 2010-11 has placed Arunachal Pradesh in the 2nd lowest ranking State in the devolution of powers in the country.

The State Govt, vide its order No. PR-75/2003 dtd. 3rd July, 2003 issued an order for transfer of 5 departments -- Rural Development, Horticulture/Agriculture, Education, Power and Social Welfare under the Article 243 G. However,  except for the department of Rural Development, which receives fund directly from the Govt of India, the transfer of power in other four departments has no meaning for the PRIs, as the funds have not been transferred to the PRIs, he  said.  “Under Article 243 G, the State Govt. has undertaken activity maping vide order No. PR-106/7 (Part-A) dtd. 21st February, 2008. Vide the said order, the 29 subjects as given in 11 schedule of the Constitution of India were transferred to the PRI. Again under the same order, the State Govt, had devolved 3 Fs to the PRIs for the 29 Subjects. Though three orders/notifications have been issued by the state government on devolution of powers to PRIs, it remained on the paper only.”

He also said that the Ministry of Panchayati Raj, Govt. of India has taken note of the II PA report of 2010-11 and directed the State Govt. to take urgent steps to devolve powers to the Panchayati Raj.

APPRCC spokesman Techi Tolu also expressing displeasure over non devolution functions, fund and functionaries (3Fs) to PRIs said that as per guidelines of centrally/state sponsored schemes, PRI members are to participate and monitor the execution of the schemes. No payment shall be made by the executing agency till the ZPM of the concerned area is satisfied. However, in Arunachal Pradesh’s context many schemes were regulated by legislators without involving PRI members.

Regarding allocation of fund, he said 30% fund under state head should be allocated or earmarked for PRI activities in all districts in every financial year and special ZPMLAD fund of Rs 50 lakhs should be provided to ZPM for carrying out various development projects in their respective area.

Meanwhile, reacting to the allegations leveled against Rural Development department by Arunachal Law Students’ Union (ALSU), APPRCC secretary general Sangha Tagik termed it as baseless and uncalled for.

He said, “The records reveal that no illegality has been committed in the process and the same was made by the Govt. keeping in mind the larger interest of the public service. Govt. has simply attached the services of the officer in the RD Directorate for technical supervision of the schemes involving Agri  and Allied sphere of works, that too by drawing his salary from the parent department.”

“The APPRCC is of the opinion that ALSU should work for codification of customary law in the State and immediate implementation of separate judiciary in order to deliver justice to the people. The Law students are the future of the state, so they should busy in their academy to become good citizen,” he further added.

The press meet was attended by APPRCC members. The members expressed hope the state government will fulfill their demands.

 

 

Lower Banskota submerged, Pasighat ALG under threat

PASIGHAT, Jul 18: Most of flood and pollution incidents are avoidable and careful planning can reduce the risks, said Pasighat Municipal Council (PMC) Chief Councilor Denong Tamuk, yesterday while visiting the submerged Lower Banskota area along with a team of Ward Councillors.

He said such unwanted situation causes harm to human health and detriment to local amenity. He claimed that most of the measures needed to prevent flood and pollution cost very little, especially if they are included at the planning stage of any scheme or project. In contrast, the costs of cleaning up a pollution incident can be very high. Any work carried out in or near watercourses must be regarded as high risk with significant potential to cause pollution, the Chief Councilor added.

Haphazard habitations and daily activities directly or indirectly affect the Sibo Korong river course.  This particular river has the ability to clean itself but urban dwellers produce much more waste water than the river can endure as a self cleaning system. We have gone through all the trouble in destroying that very system in the name of encroachments and illegal constructions, opined the visiting team. They also added waste water volume gets bigger around the township, transforming the healthy river into slow flowing, dead water and critical components of the cleaning system are destroyed faster. Incessant rainfall and blockage of River Sibo-Korong is leading to all sorts of problems like foul odor, generation of vectors like mosquitoes and flies, blockage of drains leading to floods which is also a big threat to upcoming ALG.

Later the visiting team met the Deputy Commissioner Nidhi Srivastava and appraised the situation. During their conversation, Tamuk sought adequate funds for the purpose and assured to carryout de-silting/cleanliness drive immediately in the said area using excavators and manpower etc from his end. District level monitoring committee meeting held

KHONSA, Jul 18: The quarterly district level monitoring committee meeting of Tirap district was held at Deputy Commissioner’s conference hall at Khonsa today in which all the heads of development departments actively participated.

Tirap Deputy Commissioner Kamlesh Kumar Joshi in his opening remark underscored the importance of the meeting adding that the main purpose of the meeting was to review the progress of work pertaining to various departments. He advised the participants to ensure the schemes, especially the centrally-sponsored ones must be properly monitored reasoning that in the absence of effective monitoring the schemes would not succeed.

While lamenting the absence of some officers, the DC asked all the departments to send their reports well in advance to facilitate meaningful discussion and warned that last minute submission of such reports would not be entertained in future.

Earlier, DPO Okep Tayeng threw light on the purpose of the meeting and urged the participants to express their achievements and bottlenecks if any.

The Executive Engineers of PWD, RWD, POWER, PHED and DD (Urban) explained the progress of work of their respective departments through a power-point presentation.

The Deputy Commissioner expressed dismay over the snail’s pace of progress in some departments and asked them to pull up their socks to complete the projects they had undertaken on time. He was particularly concerned about the slow progress of work on the guess house under Urban department.

The meeting was also attended by Tirap ZPC Chawang Lowang, SDO, Deomali G. Singpho, CO, Lazu, CO, Soha and ZPMS. DIPRO

 

 

Panchayat coordination meetings held

ITANAGAR, Jul 18: Mass coordination meetings of the panchayat leaders of II Doimukh, Karsingsha-Banderdewa Panchayat and I-Borum and 11th Chimpu-Ganga Panchayat were held at Doimukh Panchayat Hall on July 12 and 17 respectively.

Addressing both the meetings, Doimukh BDO Nebia Taya explained in details about the programme and schemes such as MGNREGA, IAY, IWMP etc  being implemented in the  block level and the key role to be played by the Panchayati Raj institutions in various levels for planning and monitoring and implementation and social audit for proper implementation of schemes in transparent manner.  

ADO Nabam Tado Hina, SVO Dr M Tama, T Riso and Techi Juna, both EOs (RE) explained role and responsibility played by various sector officers of block in development process and appealed the panchayat leaders to consult any technical problem regarding implementation of schemes.

The Panchayat leaders including Doimukh ZPM Tana Yayo, Bath-Ganga ZPM Techi Mecha also spoke on the occasion and stressed on coordination among the PRI bodies and Departmental staff for transparency in development activities.

Speaking on the occasion, Doimukh ASM chairperson requested all the ZPMs to place their proposals in the GB meetings for decentralization of procurement of materials under MGNREGA in block level as per guideline as execution of work  gets delayed  due to untimely supply of materials from DRDA office.

Nabam Philips, ASM chairperson I-Borum suggested all members to support streamlining the PRI system for execution of schemes.  He also suggested to effect change of member secretary  of Panchayat  from EAC/CO to BDO in block level.

Banderdewa-Karsingsha, II-Doimukh and Bath-Ganga ZPMs appreciated the suggestion made by Yab Lotus and agreed to abide by it.

 

 

Initiate step for the devolution of financial powers to the PRI’s

PASIGHAT, Jul 18: Bogong-II, Zilla Parishad member Okom Yosung urged the government of Arunachal Pradesh to initiate step for the devolution of financial powers to the PRI’s  as per the constitution of India, and the second Arunachal Pradesh State Finance Commission as constituted by Govt of Arunachal Pradesh vide Govt. notification No: FIN/FC-50/2012 dated 23rd August 2012.

He informed that an interactive session would be held at SIRD, Ganga, Itanagar on July 25 next for devolution of financial powers to the PRI’s wherein the Deputy Commissioner, DPDO and the Chairpersons Zilla Parishad of the respective districts are expected to participate.

He appealed to all newly elected Zilla Parishads Chairpersons of Arunachal Pradesh to make themselves available to attend the discussion and submit a strong appeal before the Government for immediate execution of all the financial powers and status to the three tiers of the PRI’s.

Expressing his discontent, he said out of my past experiences, it is strongly felt that without the financial power, proper utilization and to bring about complete rural Development activities cannot be realized. By just merely enjoying the meager amount of Rs. 22,200/- per annum in the name of Honorarium is sometime very embarrassing as we have been elected for doing public work and not just to receive honorarium.

He also said that the members of the Panchayat Raj Institution has been elected for the rapid progress of the rural areas and thus, it is extremely necessary for the devolution of power to the PRI for making all round progress. Mere conducting of election and the elected members not equipped with power is complete meaningless. Hence, the state government should immediately work in the right perspective for the devolution of powers which has been the long felt demands of the members of the Panchayat Raj institution.

He further added that earlier, the ZPC was the Chairman of the District Planning Committee which was withdrawn and the respective DC has been made the Chairman for reason best known to the Government. In this regard and while referring to the constitutional Rights as enshrined in our constitution, I urged the state government to re-designate the ZPC as the Chairman of the District Planning Committee.

 

 

Central minister assures to consider tax exemption plea

NEW DELHI, Jul 18: Union MoS for Personnel, Public Grievances & Pension V Narayansamy today assured to consider the plea of All India Service tribal officers of North East states of AGMUT cadres for tax exemption while posted outside their respective states.

His assurance came when an officers’ delegation of Arunachal Pradesh including senior IAS officer Huzar Lollen and Delhi Police joint commissioner Robin Hibu led by Lok Sabha member Takam Sanjoy called on him to draw his attention towards the anomaly.

Though the GoI has exempted income tax for all India officers belonging to North East while on central deputation vide order No 14017/4/2005-AIS (II), dated 16th February 2009, but the AGMUT cadre officers from Arunachal Pradesh and Mizoram when posted to Delhi, Chandigarh, Goa Pudducherry, Lakshya Dweep and Andaman are not exempted under the  provision.

As the MP pointed out that it was not a special dispensation but interpretation of existing provision, the union minister informed that he would call on Union Finance Minister P Chidambaram on the issue.

The MP requested the union minister to add an addendum to the above letter by inserting “The tribal officers of AGMUT cadre (IAS, IPS, IFS) of All India Service should be exempted from income tax when they serve outside their home states” for IT exemption, would serve as an incentive and morale booster.

When contacted, the union minister told this  correspondent that he would give his comment after meeting the finance minister.

“I would be visiting Arunachal Pradesh soon,” said Narayansamy, also attached to the PMO, who is known for his oratory.

This is the first move of the members of Delhi-Arunachali Forum (DelAru), which sprang up after the maiden Delhi-Arunachali get together held at 8, Firoz Saha Road bungalow here at the initiative of Sanjoy on July 13 last.

‘Arunachal calling’ would be one of the many activities of the DelAru to create an opportunity for the Arunchalis serving in national capital to serve their motherland voluntarily, the MP added.

 

 

BMC in the service of society

ZIRO, Jul 18: Many Non-Governmental Organizations (NGOs)/Volunteer Organizations (VO) have come up in Ziro valley in the past couple years; but only few of them are truly working for the cause of the society.

One of such organizations working in Ziro valley is Hong village based Biodiversity Management Committee (BMC).

Founded in 2009, this committee is working for preservation of flora and fauna and other natural resources in close affinity with religious and traditional practice of the society.

In general, BMC takes up its activities in collaboration with concern department and other NGOs working in various fields in national, state and district level. One of the major achievements of the Committee has been the declaration of Siikhe-bo River as the community conserved area which was initiated under the able guidance of its Chairman Tapi Elyu and Secretary, Mudang Challyang. Now, this community conserved area is being looked after by the BMCH.

This small river is the main source of potable water for people of Hong village and their paddy fields. Besides, BMCH is preserving this river for breeding Sachiatrox Fish (Ngilyang Ngi) which is necessary during celebration of Myoko, Murung and Subu puja of Apatani community.

Patrolling against illegal hunting on wild animals, birds and fish, observation of wildlife days, formation of SHGs, distribution of plant saplings etc. are also other activities of the BMCH.

In recognition of their services, the district administration and Forest department of Lower Subansiri district have issued identity cards last year to all the active members of BMCH.

After declaration of Siikhe-bo River as the community conserved area, the BMCH for the first time has distributed one Ngilyang Ngi each to two Murung festival performers in 2012 and one each to all the ‘puja’ performers during Myoko festival, 2013.

BMCH does not give permission, other than their members, to collect Ngilyang Ngi from the said river even in emergency to use in ritual.

“The fishing restriction is imposed to preserve the fish species in Ziro valley, the population of which in decreasing trend,” said Mudang Challang, secretary, BMC Niitii.

In fact, this organization deserves appreciation from all sections of the society. The concern departments should also recognize their service and encourage them by providing necessary incentive.

Following the path of BMCH in preserving fishes in natural water bodies, the Lower Subansiri district administration has issued an executive order on May 30 last prohibiting fishing in natural water bodies for a period of four months effective from June, 2013 to save the brood stocks as well as the juveniles. Agri-horti minister embarks on NE state tour

ITANAGAR, Jul 18: Minister for Agriculture, Horticulture, Animal Husbandry and Dairy Development Setong Sena is starting his three days tour of Nagaland and Mizoram tomorrow to see the successful development models in agriculture, horticulture, bee keeping, animal husbandry, dairy development, rural energy and bamboo sector etc.

The Minister to be accompanied by Parliamentary Secretaries (Agriculture, Horticulture and Veterinary, Animal Husbandry & Dairy Development) and departmental officers will visit the bamboo development projects in Mizoram and various community development initiatives of Nagaland that has been hailed as notable examples, informed an official release.

The main purpose of the tour is to give exposure to the young officers of the department concerned and to the policy makers so that successful experiences can be replicated in Arunachal Pradesh.

As the hill States of north eastern region shares similar geographical and climatic condition, a development model that has worked in one State may work in the other states too. After the tour, the concern departments will try to replicate some of the successful models as it was done earlier in the case of Livelihood School of Sikkim.

The Minister had last year visited Sikkim to learn and understand the various successful development initiatives of different State Governments of the region. The Sikkim model of Livelihood School has now been replicated in Arunachal Pradesh by opening the first Chief Minister’s Livelihood School at Nampong.

 

 

Spiraling prices of foodstuff hit consumers

RUKSIN, Jul 18: The skyrocketing prices of green vegetables, fruits, and other foodstuffs at Pasighat, Ruksin and adjoining areas of Assam is burning hole in pockets of common people.

The vendors here, taking the advantage of an artificial shortage and non-availability of local products, are charging exorbitant prices from the consumers giving lame excuse like high transportation charge etc in bringing such food items from Bodilla, Shillong and parts of Assam.

Currently, the cost of a kg of Onion is Rs 40 to Rs 50. The price of one kg of carrots rose up to Rs160 from Rs 120 last year. The prices of other common vegetables are Cabbage- Rs 20, Potal and Bhindi (lady’s finger)-Rs 40, Tomato - Rs 50, Squash-Rs 40, Capsicum-Rs 160.

On the other hand, the prices of common fruits such as mango, apple, grapes and citrus fruits are also being sold at very high price in the markets in Pasighat and other parts of the district. The price of a kg of Langra Mango costs Rs 80 to Rs 100, Dussera (Dosahari) mango from Rs 100 to Rs 120. Most of these mango consignments are reportedly brought to Arunachal from West Bengal, Bihar, Uttar Pradesh, Maharashtra.. Even the prices of apples brought to the State from Kashmir, Fiji and New Zealand cost around Rs 150--220 per kg. Black Berry and Pomegranate brought from abroad cost around Rs 200- 220 per kg.

The fish and meat market at Pasighat and other places also brought desperation among the common people. A kg of imported Rohu fish is being sold at Rs 160 to Rs 180 and Koch at Rs 140- Rs150.

The price of Broiler chicken also rose up to Rs 200 from Rs 120 last year. It is also alleged the sellers fix the rate of local fishes at their will.

Sources said that the markets of vegetable, fruits and fishes are controlled by the traders sitting in Guwahati, Kolkata, Shillong and Allahabad.

Alleging that the local administration has no control over the soaring market prices, the locals demanded administration’s immediate intervention to regulate the market prices.

Challenges  faced by differently abled people

About 80 per cent of the people with disabilities are of working age and face physical, social, economic and cultural challenge to their access to education, skills development and employment, according to the UN.

A background paper prepared by Secretariat for the sixth session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities, which runs until 19 July, states that persons with disability face a greater risk of living in poverty than persons without disabilities in both developed and developing countries.

A pilot study led by the UN International Labour Organization (ILO) in 10 low- and middle-income developing countries shows that the exclusion of persons with disabilities from the labour market resulted in an estimated loss of 3 to 7 per cent of gross domestic product.

"It has now become clear around the world that the fundamental human rights of people cannot in any way, shape or form be violated and it is imperative that we reach out and make the world a much more inclusive place to live in," said Ambassador Macharia Kamau of Kenya, President of the Conference of States Parties.

The Conference of States Parties - the largest international meeting on disability issues - is held each year to exchange experience and ideas for implementation of the Convention, which was adopted in December 2006 and entered into force in 2008.

The treaty obliges States parties to ensure that persons with disabilities enjoy all human rights on an equal basis with others and to take appropriate steps to safeguard and promote the realization of those rights without discrimination.

It asserts the rights to education, health, work, adequate living conditions, freedom of movement, freedom from exploitation and equal recognition before the law for persons with disabilities.

People of Gelling and Singa circle are waiting for justice

Dear Editor,

Through your esteemed daily I would like to draw the kind attention of the Govt of Arunachal Pradesh towards the serious issue which is being faced by the people of Gelling and Singa Circle under Tuting Sub-Division, since the delimitation for recent Panchayat took place in our state. This delimitation has resented all the people of this remotest and underdeveloped area as there was common Payingdem CD Block for them. And they had been struggling for their separate creation of ZPM on the ground of minority in their CD Block. To give it a final shape to their genuine demand, they had passed a resolution in Anchal Samiti meeting stating this demand. But this delimitation has created one ZPM for right bank of Siang and another ZPM for left bank of Siang separately. This separate creation has divided the people of Payingdem CD Block (Gelling and Singa) into two different CD Blocks and ZPMs. This separate creation is completely contrary to their demand and rights. There is no single man to accept what has happened, and crying for justice to be delivered soon. And being resented over this issue, we have boycott the recent Panchayat Election in some part of our area.

Who is responsible for this very complex and complicated issue? I think, we all are equally responsible for what has happened. But this is not the time to blame one another, as it is a high time for us to realize our mistake and to work upon our earlier misdeed and we should learn something positive that can help us to achieve our demand and rights. If we do not learn a lesson from this issue then I think we are born with a cursed to suffer. Do not do business with your own society as I know we are very advanced in business.So, stop it this time. This is a very serious issue. And everyone has to be serious whether they are Govt officials or non-Govt officials, Panchayat members or Public leaders etc. It affects each and every one of us. If we do not act anything this time being immune then we will lose the prosperous future of present and coming generation for forever and we will have no rights to claim ourselves that we belong to this Society.

By drawing the kind attention towards the serious grievance of the people of Gelling and Singe circle, I on behalf of all the youth of Gelling and Singa Circle would sincerely like to request Chief Minister, Minister of Panchayati Raj, Parliamentary secretary, MLA of 34 Assembly Constituency, Concerned department and Panchayat Members to discuss this serious issue and find an amicable solution by giving justice to the people of Gelling and Singa Circle. At the end, once again I do appeal to all the people of Gelling and Singa Circle to co-operate with every single person who is a part and parcel of this movement and be in united in such a crucial time. Without your constant support nothing is possible this time. We are indeed crying for justice today....but justice can be only achieved tomorrow if we are united today in thoughts, speech and action being under one umbrella. And I believed, if at all a word "JUSTICE" that for social, economical and political" is mention in the constitution of our country then we will definitely get a 'JUSTICE'.. So, let's hope and pray.

Big round of applause for Indra Mallo Jain

Dear Editor,

Through your esteemed daily I would like to lay down following few lines which is really a matter of great pride and honour. The result of the GDMO (General Duty Medical officer)of Allopathy, Dental Surgeon, Homeo and Ayurveda for Walk-In interview under NRHM has been declared so quickly without being delayed or kept pending. The results were declared as soon as the Viva Voice ended that is on same day 16/07/13.I would like to take this opportunity to appreciate the Mission Director cum Secretary Health and Family Welfare   Indra Mallo Jain for the good work she has done. I believe it’s one of the fastest results ever declared in the NRHM exams or any competitive exams. Usually, what happens in Arunachal is that most of the viva voice result are kept on delaying due to political interferences. Politicians keep on pressurising the bureaucrats to appoint their candidates compromising the meritorious student’s career and their candidates come up in the preferential list. The whole state department should learn a lesson from this initiative and definitely Indra Mallo Jain has truly proved her calibre as decision maker of Indian Administrative Service (IAS) grade. A big round of applause for the brilliant lady. State needs more bureaucrats like her. Hope all the bureaucrats and Hod’s learn a lesson from this initiative.

Education scenario of state is precarious

Dear Editor,

Even though the literacy rate of Arunachal Pradesh with 66.95% is better than that of Bihar with 63.82 % but the Arunachal has only 1382611 populations where as Bihar have 103804637. It seems that it is easier to educate less populated state of Arunachal than those who have population figures in crore. However things are not like this in Arunachal. Every year successful candidate for IAS, IFS, IPS etc from Bihar are more in number than Arunachal’s. With a mere rise in literacy rate in last census, Arunachal Govt, is proud of their effort. What a shame when compare to other state. In every occasion, action less politicians announces crore of rupees for school and college infrastructural development as their image makeover exercise which remains a lip service and action in invisible. This is step mother attitude of state govt, towards the educational scenario of Arunachal. Now I would like to tell something about the admission crisis prevailing in DNGC Itanagar.

As new session for college admission starts competition amongst the students is sure to increase especially for 1st year students. Regarding science stream, every year more than 5000 students strive for medical, engineering degree etc. but hardly 200 + students are selected for these professional colleges. Other unsuccessful candidates with a believe “every dark cloud has a silver living” has no option but only to join B.Sc to pursue their further studies but sadly Arunachal has only 2 BSc college where seat is limited but the authority and the parents cannot force them to join B.A because it is a kind of educational deprivation. College authority refuses admission to some students stating that you have a gap of one year so you are not eligible. Now I want to ask to concern authority that in which article of Indian constitution it is written that the students having one year gap has no right to pursue their studies. Every student should get the equal opportunity in the eyes of law.

Regarding the Arts stream, the infrastructure of District College is same like that of the primary school of capital complex. District colleges are besotted with problems like shortage of books, faculties and communication problem. The biggest problem is that students are compelled to opt those subjects which they are not interested as all the subject is not available in District College. In this age of cut throat competition everybody wants to stay at the competitive environment so authority can’t force them to stay back at their respective district college.

Lastly I would like to appeal the concern authority and members of AAPSU-the apex student’s body to resolve the admission crisis prevailing specially in DNGC Itanagar.

Where is our appointment letter?

Dear Editor,

Through your esteemed daily I would like to pen down 'no assurance attitude' shown to us by official of Environment and forest dept. (PCCF office), Itanagar. We the nine candidates finally breathed sigh of relief when our names were printed in various local newspapers for being appointed to the post of Range Forest Officer (RFO). However we never imagined that we will have to wait so long and face so much turbulence to receive the appointment letter. On 28 December 2012, nine candidates were announced as newly appointed RFOs by the Arunachal Public service commission and as promised by Environment and Forest dept. that our appointment letter will be officially handed over to us the following month. It has been seven months since then but we the appointees are yet to see the appointment letter as we were promised by the department. We have made umpteen numbers of visits to departments headquarter located at Zero Point, Itanagar but visits had bore no result. So, we request concern minister of environment and forest dept. of our state to look into our grievances and once again we request concern authority and official of Environment and Forest dept. (PCCF office), Itanagar to leave your 'no assurance attitude'  or false assurance towards deserving candidates because we expect lots from you.
