Extensive ILP drive at Tawang
TAWANG, Jul 18: To check illegal immigrants in the district an extensive ILP drive was conducted at Tawang yesterday under the leadership of R. D. Thungon, EAC (Judicial).
The team penalized 76 illegal persons who entered the district without ILP and fetched Rs. 76000.
Meanwhile, local inhabitants appreciated the team and urged the district administration to carry such drive in near future, so that the criminals can be barred from entering the district. There are many instances where such people have committed crimes and defamed the name of the district. DIPRO

During the day, the farmers were taught about scientific cultivation of rice, including high yielding varieties (HYVs), integrated nutrient management and its importance for better production, types of manures and fertilizers and their judicious utilization, weed management by subject matter specialists. The farmers were also explained about insect and disease management practices of rice.
Crossbreeding of cattle and scientific cultivation of citrus were also explained before the famers by SMSs.
Various queries by farmers on management and cultivation of crops like rice, ginger, coconut, gourds, vegetables, citrus, mustard, potato etc were answered by the scientists during the interaction session.

District level training on biometric enrolment held
BOMDILA, Jul 18: One day District Level Training on Biometric Enrolment (BME) under National Population Register (NPR) was conducted here at district headquarters Bomdila yesterday under the aegis of Directorate of Census Operations, Government of Arunachal Pradesh.
Chairing the training programme, Deputy Commissioner AK Singh termed the Biometric Enrolment for National Population Register (NPR) to be carried out soon in the district as a historic one and anyone involved in the exercise as the privileged ones.
Jt. Director of Census Operations Bharati Chanda accompanied with Deputy Director Banridor Sohtun and the Service Providers meant for the district imparted the training. World Population Stabilization Fortnight observed
CHANGLANG, Jul 18: The World Population Stabilization Fortnight is being observed in Changlang District from July 11 to 24.
The students and teaching staff of VKV School, Changlang and the staff of District Hospital Changlang took out a rally on July 17.
127 students along with teachers of VKV School took part in the rally. The procession started from VKV School Changlang and ended at District Hospital Changlang after passing through the town shouting slogans – “Small Family Happy Family, Chhota Parivar Sukhi Parivar, Hum Do Hamare Ek” etc and holding play cards and banners.

APSSACEA demands regularization of ministerial staff
ITANAGAR, Jul 18: The Arunachal Pradesh Sarva Shiksah Abhiyaan Contractual Employees’ Association (APSSACEA) has demanded for the regularization of ministerial staff serving under SSA on 50 percent priority basis under directorate of elementary education.
In a memorandum addressed to the director, elementary education, it apprised that the reduction in the share of SSA civil and other intervention fund from the Centre with each coming year from which the salaries of the ministerial staff under SSA are obtained is creating problem in the disbursement of their salaries.
Many of them have crossed their age limit of further employment and service security is becoming a threat in their career, it said.
They should be regularized on the line of SSA teachers notified vide notification no.ED.2/649/2009 dated 7th August 2009 batch wise on the basis of seniority, the memorandum further added.

ITANAGAR, Jul 18: Arunachal Pradesh Colleges’ Forum (APCF) has strongly condemned the behavior of a final year student, who allegedly threatened a lecturer of Dera Natung Govt College, Itanagar during admission process on July 17 last.
If a senior student can do such unwanted argument with the lecturers then what about the juniors? the APCF questioned and sought punishment to the erring student. Committee urges for posting of CO at Silsango
ITANAGAR, Jul 18: The Silsango Circle Headquarter Development Committee has urged the state government to post a circle officer and sufficient staff in Silsango circle.
In a letter addressed to the chief minister, it informed that the circle which was created in early 2011 has never seen any official work being done nor any CO or any staff was ever posted.
The CO office building with no furniture and the basic equipments and the unoccupied staff quarters look like haunted house with jungles all over, it said adding that the local people face lot of difficulties for official work as they have to go to Sagalee to accomplish that.

The Police under the supervision of Inspector R Khomrang CI (P) Doimukh arrested Nabam Anya, Nabam Naga, Tana Tuka, Tana Johny, Nabam Sunil and Gyamar Takar from Yupia/Tigdo village in connection with Doimukh Police Station Case No. 29/13 U/S 452/323/34 IPC today, Papum Pare SP Nabam Gungte informed in a release.
All the arrested youths will be produced before Judicial Magistrate First Class (JMFC), Doimukh with a request to remand them in police custody for 14 days.
According to police, some local youths from Doimukh, Yupia and Tigdo had repeatedly attacked the railway workers and supervisors in the pretext of not giving them works/employment opportunity.

Centre accords top priority to Arunachal’s road links
NEW DELHI, Jul 18: Recently inducted Union Minister of Road Transport & Highways (MoRTH), Oscar Fernandez has assured that development of road and communications in Arunachal Pradesh will be given top priority.
Taking his sincerity a notch higher, he will visit Arunachal Pradesh in the second week of September to review all ongoing road projects in the state being funded by the Ministry.
This was disclosed by Fernandez in an extensive discussion with Chief Minister Nabam Tuki, Planning, PWD and Finance Minister Chowna Mein, Chief Engineer (Highways East) Bora Ete, Chief Engineer (Highways West) Hage Appa and Political Secretary to CM Bamang Tago. The Chief Minister’s delegation apprised the latest status of various projects under MoRTH being implemented in the state to the Union Minister.
Tuki urged for early sanction of the project for 4 laning of twin capital cities of Itanagar and Naharlagun, the DPR for which has been submitted to MoRTH. While highlighting the increasing traffic congestion in the state capital, he observed that 4 laning of the capital highway would foster better urbanisation in a planned manner. Tuki also apprised the Union Minister of the project for 2 laning of the road from Itanagar to Jote, a new educational hub being developed by the State Government with important institutes including NIT, Law College and Entrepreneurship Development coming up in the area.

The participants in the rally shouted slogan demanding immediate cancellation of the appointment which it claimed to be illegal with violation of the recruitment rules. APPRCC demands devolution of power and responsibilities

The committee while disclosing the decisions and resolutions adopted in recently held APPRCC meeting at Itanagar said that the state government should take the demands of the committee on priority basis as without devolution of power and responsibilities, the PRIs are meaningless.
Further disclosing the minutes of resolution of the meeting, APPRCC Chairman Sushil Nalo demanded the state government to immediately remove the ambiguities in responsibilities assigned to the Panchayat, creation of separate Panchayat window/head of the line departments and also demanded that line departments’ functionaries be brought under control of Panchayat.
Nalo further demanded that the Chairperson of the Zilla Parishad should be made as Chairperson of DPC, expert Committee report submitted by the Committee be implemented immediately.
Informing that Article 243 G of the Constitution of India mandates every state to devolve Powers, Authority and Responsibilities to the Panchayati Raj Institutions, he said few states like Arunachal Pradesh and Goa have done only little to devolve powers to the PRIs.

APPRCC spokesman Techi Tolu also expressing displeasure over non devolution functions, fund and functionaries (3Fs) to PRIs said that as per guidelines of centrally/state sponsored schemes, PRI members are to participate and monitor the execution of the schemes. No payment shall be made by the executing agency till the ZPM of the concerned area is satisfied. However, in Arunachal Pradesh’s context many schemes were regulated by legislators without involving PRI members.
Regarding allocation of fund, he said 30% fund under state head should be allocated or earmarked for PRI activities in all districts in every financial year and special ZPMLAD fund of Rs 50 lakhs should be provided to ZPM for carrying out various development projects in their respective area.
Meanwhile, reacting to the allegations leveled against Rural Development department by Arunachal Law Students’ Union (ALSU), APPRCC secretary general Sangha Tagik termed it as baseless and uncalled for.
He said, “The records reveal that no illegality has been committed in the process and the same was made by the Govt. keeping in mind the larger interest of the public service. Govt. has simply attached the services of the officer in the RD Directorate for technical supervision of the schemes involving Agri and Allied sphere of works, that too by drawing his salary from the parent department.”
“The APPRCC is of the opinion that ALSU should work for codification of customary law in the State and immediate implementation of separate judiciary in order to deliver justice to the people. The Law students are the future of the state, so they should busy in their academy to become good citizen,” he further added.

He appealed to all newly elected Zilla Parishads Chairpersons of Arunachal Pradesh to make themselves available to attend the discussion and submit a strong appeal before the Government for immediate execution of all the financial powers and status to the three tiers of the PRI’s.

One of such organizations working in Ziro valley is Hong village based Biodiversity Management Committee (BMC).
Founded in 2009, this committee is working for preservation of flora and fauna and other natural resources in close affinity with religious and traditional practice of the society.
In general, BMC takes up its activities in collaboration with concern department
and other NGOs working in various fields in national, state and district level. One
of the major achievements of the Committee has been the declaration of Siikhe-
This small river is the main source of potable water for people of Hong village and their paddy fields. Besides, BMCH is preserving this river for breeding Sachiatrox Fish (Ngilyang Ngi) which is necessary during celebration of Myoko, Murung and Subu puja of Apatani community.
Patrolling against illegal hunting on wild animals, birds and fish, observation of wildlife days, formation of SHGs, distribution of plant saplings etc. are also other activities of the BMCH.
In recognition of their services, the district administration and Forest department of Lower Subansiri district have issued identity cards last year to all the active members of BMCH.
After declaration of Siikhe-
BMCH does not give permission, other than their members, to collect Ngilyang Ngi from the said river even in emergency to use in ritual.
“The fishing restriction is imposed to preserve the fish species in Ziro valley, the population of which in decreasing trend,” said Mudang Challang, secretary, BMC Niitii.
In fact, this organization deserves appreciation from all sections of the society. The concern departments should also recognize their service and encourage them by providing necessary incentive.
Following the path of BMCH in preserving fishes in natural water bodies, the Lower Subansiri district administration has issued an executive order on May 30 last prohibiting fishing in natural water bodies for a period of four months effective from June, 2013 to save the brood stocks as well as the juveniles. ITANAGAR, Jul 18: Minister for Agriculture, Horticulture, Animal Husbandry and Dairy Development Setong Sena is starting his three days tour of Nagaland and Mizoram tomorrow to see the successful development models in agriculture, horticulture, bee keeping, animal husbandry, dairy development, rural energy and bamboo sector etc.
The Minister to be accompanied by Parliamentary Secretaries (Agriculture, Horticulture and Veterinary, Animal Husbandry & Dairy Development) and departmental officers will visit the bamboo development projects in Mizoram and various community development initiatives of Nagaland that has been hailed as notable examples, informed an official release.
The main purpose of the tour is to give exposure to the young officers of the department concerned and to the policy makers so that successful experiences can be replicated in Arunachal Pradesh.
As the hill States of north eastern region shares similar geographical and climatic condition, a development model that has worked in one State may work in the other states too. After the tour, the concern departments will try to replicate some of the successful models as it was done earlier in the case of Livelihood School of Sikkim.
The Minister had last year visited Sikkim to learn and understand the various successful development initiatives of different State Governments of the region. The Sikkim model of Livelihood School has now been replicated in Arunachal Pradesh by opening the first Chief Minister’s Livelihood School at Nampong.

fruits are also being sold at very high price in the markets in Pasighat and other
parts of the district. The price of a kg of Langra Mango costs Rs 80 to Rs 100, Dussera
(Dosahari) mango from Rs 100 to Rs 120. Most of these mango consignments are reportedly
brought to Arunachal from West Bengal, Bihar, Uttar Pradesh, Maharashtra.. Even the
prices of apples brought to the State from Kashmir, Fiji and New Zealand cost around
Rs 150-
The fish and meat market at Pasighat and other places also brought desperation among
the common people. A kg of imported Rohu fish is being sold at Rs 160 to Rs 180 and
Koch at Rs 140-
The price of Broiler chicken also rose up to Rs 200 from Rs 120 last year. It is also alleged the sellers fix the rate of local fishes at their will.
Sources said that the markets of vegetable, fruits and fishes are controlled by the traders sitting in Guwahati, Kolkata, Shillong and Allahabad.
Alleging that the local administration has no control over the soaring market prices, the locals demanded administration’s immediate intervention to regulate the market prices.

Challenges faced by differently abled people
About 80 per cent of the people with disabilities are of working age and face physical, social, economic and cultural challenge to their access to education, skills development and employment, according to the UN.
A background paper prepared by Secretariat for the sixth session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities, which runs until 19 July, states that persons with disability face a greater risk of living in poverty than persons without disabilities in both developed and developing countries.

Education scenario of state is precarious
Dear Editor,
Even though the literacy rate of Arunachal Pradesh with 66.95% is better than that of Bihar with 63.82 % but the Arunachal has only 1382611 populations where as Bihar have 103804637. It seems that it is easier to educate less populated state of Arunachal than those who have population figures in crore. However things are not like this in Arunachal. Every year successful candidate for IAS, IFS, IPS etc from Bihar are more in number than Arunachal’s. With a mere rise in literacy rate in last census, Arunachal Govt, is proud of their effort. What a shame when compare to other state. In every occasion, action less politicians announces crore of rupees for school and college infrastructural development as their image makeover exercise which remains a lip service and action in invisible. This is step mother attitude of state govt, towards the educational scenario of Arunachal. Now I would like to tell something about the admission crisis prevailing in DNGC Itanagar.
As new session for college admission starts competition amongst the students is sure to increase especially for 1st year students. Regarding science stream, every year more than 5000 students strive for medical, engineering degree etc. but hardly 200 + students are selected for these professional colleges. Other unsuccessful candidates with a believe “every dark cloud has a silver living” has no option but only to join B.Sc to pursue their further studies but sadly Arunachal has only 2 BSc college where seat is limited but the authority and the parents cannot force them to join B.A because it is a kind of educational deprivation. College authority refuses admission to some students stating that you have a gap of one year so you are not eligible. Now I want to ask to concern authority that in which article of Indian constitution it is written that the students having one year gap has no right to pursue their studies. Every student should get the equal opportunity in the eyes of law.
Regarding the Arts stream, the infrastructure of District College is same like that of the primary school of capital complex. District colleges are besotted with problems like shortage of books, faculties and communication problem. The biggest problem is that students are compelled to opt those subjects which they are not interested as all the subject is not available in District College. In this age of cut throat competition everybody wants to stay at the competitive environment so authority can’t force them to stay back at their respective district college.

Where is our appointment letter?
Dear Editor,
Through your esteemed daily I would like to pen down 'no assurance attitude' shown to us by official of Environment and forest dept. (PCCF office), Itanagar. We the nine candidates finally breathed sigh of relief when our names were printed in various local newspapers for being appointed to the post of Range Forest Officer (RFO). However we never imagined that we will have to wait so long and face so much turbulence to receive the appointment letter. On 28 December 2012, nine candidates were announced as newly appointed RFOs by the Arunachal Public service commission and as promised by Environment and Forest dept. that our appointment letter will be officially handed over to us the following month. It has been seven months since then but we the appointees are yet to see the appointment letter as we were promised by the department. We have made umpteen numbers of visits to departments headquarter located at Zero Point, Itanagar but visits had bore no result. So, we request concern minister of environment and forest dept. of our state to look into our grievances and once again we request concern authority and official of Environment and Forest dept. (PCCF office), Itanagar to leave your 'no assurance attitude' or false assurance towards deserving candidates because we expect lots from you.
